DDA Board
The DDA is governed by a Board of Directors, appointed by the Township Supervisor and Board of Trustees, that is comprised of residents, business owners and elected officials who volunteer their time to improve their community.
The Board meets regularly on the fourth Thursday of the month, at the Township Hall. The agendas are available on this website.
Bill Hellebuyck, Chairperson

Since July 2009, Bill Hellebuyck, owner/operator of Hellebuycks Power Equipment Center, has been the Chair of the Shelby Twp. DDA's 9-member Board. He also serves as the chair of its Economic Development Committee.
As the chair of the DDA Board, Bill is responsible for keeping the board on task as it works to improve the economic conditions in the Van Dyke (DDA) Corridor and transform the corridor into a destination for business, shopping, entertainment, and civic functions.
The DDA's Economic Development Committee promotes economic growth within the Corridor through business retention and recruitment activities. Some of the committee's tasks include monitoring the inventory of businesses and vacant locations on the Corridor as well as look for ways to stabilize and improve the district.

Hellebuycks is located in the DDA Corridor on Van Dyke just south of 24 Mile Rd. The business started with Bill and his parents as Bill's Mower Service in the early 1970s. Hellebuycks offers retail sales, parts & service for lawn mowers and snow equipment. There is a second location in Warren near 13 Mile Rd & Mound.

Barb Kiel, Vice-Chairperson

Barb Kiel is the vice-chair of the Shelby Township Downtown Development Authority as well as the chair of the Promotions Committee. The Shelby Township DDA is committed to promoting economic growth within Shelby Township's principal business corridor. Barb has been on the board since it's inception in 2006 and is in her second term as a board member.
For the past 24 years, Barb and her husband, Ken are the owners/operators of Nitsche's Meats & Deli which is located in the corridor, on Van Dyke between 23 & 24 Mile Roads.
Barb has diligently focused on making the making the DDA district a strong, viable, attractive business district is a primary mission for this board. She explains,
“My goal is to represent the small business owners located in the DDA because a strong business community is an asset to our entire community. Additionally, as a small business owner, I share many of their concerns and issues as we all struggle with an uncertain economy.
As we, the DDA board, go forward it is my hope to meet or make contact with as many of the other business owners as possible. By working together we can help each other and make a difference in the DDA district as well as the community.”
Prior to owning Nitsche's, she worked for the State of Michigan for 19 years in the Department of Social Services (now called Families in Action). Starting out as a case-worker she progresses to the supervisor of Assistance Payments for the next 16 years and then retiring to operate the family business, Nitsche's Meat & Deli.
Barb receive a Bachelor's of Science degree from Oakland University majoring in Human Resource & Development.
Barb & Ken have been married for 39 years. They have two children (son and daughter) who are both married and work at the family business. They also have two granddaughters, ages 7 & 5.

Jeff Swartz, Treasurer
Jeff Swartz has been on the Shelby Township Downtown Development Authority since it's inception in 2006. He currently serves as the DDA's Treasurer.
As Treasurer, Jeff is responsible for ensuring the DDA understands the amount of available funds, keeps track of spending and ensures that all DDA bills are paid promptly.
Jeff is the 2nd generation business owner of Swartz Enterprise, which is located near the corner of 24 Mile Road at Van Dyke. Swartz Enterprises was established in 1965. The business operations include distribution of roofing products and installations.
Jeff graduated from Romeo High School in 1979 and is married to Ann Marie for the past 22 years. They live in Auburn Hills.

Anthony Fanelli, Board Member

Anthony Fanelli was appointed to the DDA in 2010 and puts his talents to good use serving on the Design Committee. He enjoys the “team” approach that is exemplified with the DDA board members. The Design Committee does the “brick and mortar” type projects slated for the DDA Corridor.
Since Anthony's appointment, to the DDA, there have been several projects that make a visible difference traveling down the Van Dyke corridor including a landscaping effort on the newly widened Van Dyke, just south of 24 Mile Road; and newly created street signage, between 23 and 24 Mile Roads.
He is a local builder and developer with 30 years of experience and he most recently developed the Shelby Macomb Medical Mall in Shelby Township on Schoenherr, south of 23 Mile Road.
Anthony Fanelli has been a resident of Shelby Township for over 20 years. He and his wife Linda have two grown children. They are parishioners at St. John Vianney Catholic Church and Anthony remains very active with The Men of the Sacred Heart.
Gene D'Agostini, Board Member

Gene D'Agostini was appointed to the Shelby Township DDA Board in 2012. His 30+ years in the building industry and business ownership brings a wealth of talent to the DDA Board. Gene explained that his goal is to “give back to the community that has been so generous to me and my family for so many years.”
The D'Agostini family has been building in this area for more than 50 years. Since 1979, Gene's own building companies have created industrial complexes, commercial properties as well as residential developments.
Additionally, he owns various businesses in the community including the Pancake House and STAC's gym at 23 Mile Road & Schoenherr.
He is a life long resident of Macomb County where he raised his five (5) children. For the past 14 years Gene has lived in Shelby Township, during which has formed strong ties both personally and professionally.
In addition to being a builder and business owner, Gene is also a licensed attorney specializing in Corporate Real Estate. Although he hasn't practiced in a number of years, he maintains his license as well as his relationship with the Macomb County Bar Association.
Jeff English, Board Member

Jeff English joined the Shelby Township Downtown Development Authority (DDA) in 2010. He brings 25 years of building business experience to the DDA. He sits on Design Committee.
Jeff is a local builder / developer who is currently developing Providence Park Condominiums, a mixed use development with 258 residential units and approximately 70,000 square feet of retail and office located on the north east corner of 24 mile and Van Dyke. He is also the owner of the Malibu Centre office buildings located on the west side of van dyke just north of 23 mile. Malibu Centre consists of two 13,000 square foot buildings. Also, he was a member of Macomb Township's Board of Review from 2002 to 2008.
Jeff has lived in Shelby Township, for the past four years. He grew up in Sterling Heights. He has a daughter attending grad school at Wayne State University and his son graduated from Eisenhower High School in 2011. Jeff is a member of Community Christian Church Sterling Heights.
Pat Rabaut Miller, Board Member
Pat Rabaut Miller has been on the Shelby Township DDA Board since 2010. She is also the chair of the Organization Committee.
The Organization Committee creates the DDA Newsletter with information impacting the corridor as well as ensuring the Board works cohesively with the other organizations within in the township including the Townships Department Managers and the community leaders.
Pat brings broad business background to the DDA Board. She worked for AT&T starting in the Sales organization and then moving on to Public Relations / Communications; Training, Operations and finally in Information Technologies coordinating the cross-functional needs of system conversions. She retired from AT&T in 2008.
She has lived in Shelby Township since 2005, moving from Bloomfield Hills. Pat is actively involved in volunteerism. Along with being a member of the Board for the DDA, she is also on the Board of the Central Macomb Optimist Club and Widowed Friends.
